Department of Financial Technology Applications x Consumers’ Foundation x Taichung Digital Affairs Bureau】Collaborative Effort to Reinforce Public Anti-Fraud Consciousnes

On November 1, 2025, our department jointly organized the “2025 Financial Consumer Forum” with the Consumers’ Foundation and Taichung Digital Affairs Bureau, themed “FinTech × Consumer Protection × Public Anti-Fraud.” This forum was planned by our department’s Associate Professor and Chair Lin Meng-Hsiang (who also serves as Director of the Consumers’ Foundation and Convener of the Financial Insurance Committee), inviting experts from industry, government, academia, and research for discussions. The event featured a keynote lecture on “Fraud Prevention and Fair Customer Treatment: FinTech Empowerment” by Professor Lin; a presentation titled “Where Did the Cryptocurrency Go? Uncovering the Secrets Behind Criminal Finance” by our adjunct faculty Executive Director Tsai Meng-Ling; and a lecture on “Our Distance from Financial Fraud – Starting with a Single Transfer” by Police Officer Chang Chia-Hsun, recommended by our adjunct assistant professor Chuang Ming-Hsiung (Section Chief of the Criminal Investigation Bureau’s Prevention Division). Professor Lin also invited LINE WORKS, our department’s practical cooperation partner, to share their anti-fraud experience in Japan; Section Chief Kang Chien-Min from the Credit Union League of the Republic of China (Assistant Professor at National Chi Nan University) to discuss trusts; and Professor Lin Shu-Li from our university’s Department of Crime Prevention to present on “Abuse Trends and Prevention of Artificial Intelligence in Financial Fraud.” We sincerely thank Deputy Director-General Chen Hsing-Hung from the Executive Yuan’s Consumer Protection Department, Section Chief Huang Chao-Pang from the Financial Supervisory Commission’s Securities and Futures Bureau, Consumers’ Foundation Chairman Teng Wei-Chung, Secretary-General Chen Ya-Ping, and Officer Wu Hsin-Hsien for their guidance. Finally, we thank co-organizer Taichung City Deputy Mayor Cheng Chao-Hsin, Director-General Lin Ku-Lung, and all team members of the Digital Affairs Bureau for their invaluable assistance. Anti-fraud work is continuous and requires our ongoing cooperation to protect consumer rights.
To strengthen citizens’ ability to identify and protect against financial fraud, the Taichung City Government Digital Development Bureau collaborated with the Consumers’ Foundation, Chinese Taipei today (18th) to host the “2025 Financial Consumer Forum,” centered on the theme “FinTech × Consumer Protection × Public Anti-Fraud.” The forum brought together experts from industry, government, and academia in Taichung to analyze the latest fraud tactics, share prevention strategies, and help citizens face rapidly evolving financial risks. The event was conducted both in-person and online simultaneously, with over 400 participants.
Deputy Mayor Cheng Chao-Hsin, representing Mayor Lu Hsiu-Yen, expressed gratitude to the Consumers’ Foundation for their long-term commitment to consumer protection and financial education. While the rapid development of financial technology has brought convenience, it has also accelerated the spread of emerging risks such as virtual asset investment fraud, AI-powered celebrity impersonation scams, and social media and second-hand trading fraud. Facing endless fraud tactics, the government and all sectors of society must work together. This forum serves as a cross-sector collaboration platform, uniting forces from industry, government, and academia to strengthen public anti-fraud awareness and create a more trustworthy financial environment.
Deputy Mayor Cheng pointed out that the city government continues to implement smart governance and citizen anti-fraud initiatives. This year, the Digital Development Bureau and Police Bureau have deepened cooperation with the National Police Agency’s 165 Anti-Fraud Hotline to strengthen the city government’s frontline anti-fraud capabilities. Since August this year, the bureau has collaborated with the Ministry of Digital Affairs and LINE Taiwan to promote the “Government LINE Official Account Verification Mechanism,” effectively helping citizens identify authentic government messages and avoid fraud.
Digital Development Bureau Director-General Lin Ku-Lung stated that the bureau designated November as “Anti-Fraud Month,” launching three major anti-fraud forum series. On November 11, the first anti-fraud training seminar was held, over 350 city government colleagues as anti-fraud seed instructors to assist citizens in fraud identification from various municipal levels. Today’s Financial Consumer Forum is the second extended activity, aiming to further deepen financial consumer anti-fraud awareness through joint participation from industry, government, and academia.
Director-General Lin mentioned that the finale of “Anti-Fraud Month” is the “Taichung City Government Smart Anti-Fraud Forum” (https://p.accu.ps/8andrc) on November 24, which will comprehensively analyze new fraud patterns derived from generative AI from judicial, AI technology, and financial security perspectives, inviting citizens to participate and enhance their fraud identification capabilities.
Today’s event featured rich and engaging content, opening with Police Officer Chang Chia-Hsun from the Criminal Investigation Bureau presenting “Our Distance from Financial Fraud—Starting with a Single Transfer”; followed by Executive Director Tsai Meng-Ling of Resci FinTech Co., Ltd. speaking on “Where Did the Cryptocurrency Go? Uncovering the Secrets Behind Criminal Money Flows”; and Secretary-General Lin Shu-Li of the Anti-Fraud Alliance Association sharing insights on the abuse trends and prevention of artificial intelligence in financial fraud.
Chairman Daisuke Kai and Manager Cheng Shih-Heng of ST Solutions Taiwan Co., Ltd. jointly presented “New Solutions for LINE Impersonation Fraud: Using LINE WORKS to Enhance Credibility”; Consumers’ Foundation CFO Lin Meng-Hsiang (also Chair of Ming Chuan University’s department) delivered a keynote on “Fraud Prevention and Fair Customer Treatment: FinTech Empowerment”; and finally, Consumers’ Foundation Chairman Teng Wei-Chung moderated a roundtable discussion with today’s speakers on anti-fraud strategies and responded to participant questions.
Today’s event was attended by Deputy Mayor Cheng, Legislator Yang Chiung-Ying, City Councilor Liu Shih-Chou, Digital Development Bureau Director-General Lin Ku-Lung, Consumers’ Foundation Chairman Teng Wei-Chung, Executive Yuan Consumer Protection Department Deputy Director-General Chen Hsing-Hung, Financial Supervisory Commission Securities and Futures Bureau Section Chief Huang Chao-Pang, Financial Ombudsman Institution Director and Ming Chuan University College of FinTech Chair Lin Meng-Hsiang, Ministry of the Interior Criminal Investigation Bureau Police Officer Chang Chia-Hsun, Resci FinTech Co., Ltd.
