Reinforcing Fraud Prevention and Detection Capabilities: Developing Civil Servants as Anti-Fraud Seed Educators

To strengthen anti-fraud awareness and social engineering attack prevention capabilities among all Taichung City Government colleagues, the Digital Development Bureau has designated November as “Anti-Fraud Month.” Today (11th), in collaboration with the Department of Civil Service Ethics and the Police Bureau, the bureau held the “Taichung City Government 2025 Anti-Fraud Awareness Enhancement and Social Engineering Protection Seed Instructor Training Activity.” The Department of Civil Service Ethics also invited integrity volunteers to participate in enhancing colleagues’ information security protection and integrity awareness. Deputy Mayor Cheng Chao-Hsin attended and stated that anti-fraud awareness is an important line of defense in protecting citizens. He hopes colleagues will familiarize themselves with fraud tactics through this training, increase vigilance, and implement anti-fraud concepts in their daily official duties.
The Digital Development Bureau specially invited Director-General Lee Shan-Chih of the Legal Affairs Bureau, Presidential Office Whole-of-Society Defense Resilience Committee Member and Trend Micro Taiwan General Manager Hung Wei-Kan, Ming Chuan University College of FinTech Chair Lin Meng-Hsiang, and Ministry of the Interior National Police Agency Criminal Investigation Bureau Prevention Section Chief Chuang Ming-Hsiung to share the latest fraud trends and prevention strategies on-site. This training cultivated over 350 city government colleagues as “anti-fraud seed instructors” to assist in promoting and educating colleagues, driving the dissemination and establishment of anti-fraud awareness within the city government.
Deputy Mayor Cheng Chao-Hsin, representing Mayor Lu Hsiu-Yen, attended and encouraged participants, noting that Taichung City Government has long prioritized information security governance. This year, the city specially held the “ISO/IEC 27001:2022 Taichung City Government Information Security Officer Certification Program,” becoming the only local government nationwide to complete international standard certification for information security officers across all first-level agencies. Information security protection is not only the responsibility of IT units but requires the participation of all city government colleagues.
Taichung City Digital Development Bureau Director-General Lin Ku-Lung also mentioned that this training focuses on “anti-fraud and anti-social engineering” themes. In collaboration with the Department of Civil Service Ethics and the Police Bureau, professional instructors were invited to guide city government colleagues through actual cases and operational instructions, teaching them to identify fraud tactics, recognize suspicious messages, strengthen information security protection and anti-fraud response capabilities, jointly enhancing Taichung City’s anti-fraud capacity to build a safe and trustworthy smart city.
Today’s training was attended by Deputy Mayor Cheng Chao-Hsin, Digital Development Bureau Director-General Lin Ku-Lung, Legal Affairs Bureau Director-General Lee Shan-Chih, Legislator Yang Chiung-Ying, City Councilor Liu Shih-Chou, Department of Civil Service Ethics Deputy Director Yeh Ching-Shen, Police Bureau Criminal Investigation Brigade Deputy Commander Li Chen-Cheng, Presidential Office Whole-of-Society Defense Resilience Committee Member and Trend Micro Taiwan General Manager Hung Wei-Kan, Ming Chuan University College of FinTech Associate Professor Lin Meng-Hsiang, and Ministry of the Interior National Police Agency Criminal Investigation Bureau Prevention Section Chief Chuang Ming-Hsiung, among others. Representatives from Legislator Liao Wei-Hsiang and City Councilor Huang Hsin-Hui’s joint service office also attended to show support.
